Herons Discouraged

Herons are approaching the Carp's pond. Place HERONS DISCOURAGED signs (and, once authorised, cones) where they will walk. Three disturbances and the pond closes for the day. Nothing here is timed against you: switch to turn-based and take it a beat at a time.
